Hue is the capital of Thua Thien Hue province in central Vietnam. It is a coastal province that shares borders with Quang Tri province to the north, Quang Nam province and Da Nang to the south, Laos to the west, and the East Sea to the east. The Huong River Basin is the largest river in Thua Thien Hue Province, with a length of 104 km and a total area of 2,830 km², of which almost 80% is mountainous. The river basin is known for having the highest rainfall in Vietnam, with a mean annual rainfall of approximately 2,500 mm in coastal areas and 3,500 mm in hilly regions. DSI was contracted as part of a UNDP project to provide technical direction and oversight for the Flash Flood Warning System for the city of Hue.
The Flash Flood Warning System for Hue was designed to help the city manage and mitigate the impact of floods, enhancing the safety and well-being of its residents and businesses. It was also designed to support local authorities in effective flooding preparedness and emergency response. DSI developed a flood prediction tool based on historical data, using both statistical and deterministic (hydrologic numerical model) methods. DSI also provided technical support in the procurement, installation, and training of the Emergency Management personnel responsible for flood warning and mitigation for the province. Water level and rainfall were monitored at hydrometeorological stations on the Huong, Ta Trach, Huu Trach, and Bo rivers. A telemetry system was established and checked through a comparison of a subset of the data sent by telemetry with the data recorded at the station.

DSI used the flood prediction tool to set up the forecasting model at the base station located at Thua Thien Hue Hydrometeorological Station in Hue. An assessment of the Alert Flood Warning System was performed based on a conceptual understanding of the hydrologic system, and an evaluation of the data collection from various monitoring stations and their condition and applicability for the Flood Alert System. Recommendations were made for further improvement of the system.
DSI submitted the final model and report to the client in 2005.
